Standard for the proper disposal of Computer Equipment

A department may possess computer equipment that is no longer required for various reasons:
Exceeded useful lifespan
No longer used in the department
Obsolescence
Damaged
Excessive cost of maintenance
Replacement with a newer model
Disposal or redistribution of all computer equipment which is the property of ICC, no matter what the original funding source, will be the responsibility of Technology Services.
The Technology Services department must be notified to pick up the equipment and dispose of it in a proper manner.
Rationale and Purpose of Standard
All ICC property is to be disposed of according to ICC standard, as well as state and federal guidelines. When in question the final authorization is the responsibility of the V. P. of Finance.
Technology Services is responsible for security processing of computer equipment prior to redistribution or transferring of ownership. For those computers being redistributed, it is the responsibility of the sending department or user to ensure that all college and personal data files are properly backed up prior to being deleted.
Procedures Retrieval of equipment:
Computer equipment is removed from various locations on the three campuses and delivered to Technology Services for processing. Computers scheduled for erasing are held for a minimum of two weeks prior to processing in case the former user is missing data from their computer. The exception to this rule is that during summer, faculty computers will be held until the end of the first full week of the fall semester before being processed if the faculty member is not available during the summer.
Security Processing for Disposal:
The Technology Support Department will erase each computer hard drive prior to releasing the computer for salvage or authorized deployment through the Computers for Schools project or sales to ICC students. This procedure will erase all information on the hard drive, including data files as well as licensed application system software. Purchasers of the salvaged computers will need to be informed that erase process has been performed and restored to the original operating system.
Security Processing for College Redistribution:
It is the responsibility of Technology Services to ensure that all College and personal files are deleted from a computer before it is transferred to another College operating unit.
Transfer/Redistribution:
An effort will be made to redistribute computer equipment within the college to a location that may make use of the equipment.
Recycling:
Computer equipment can be recycled or disassembled for parts and supplies for reuse of components.
Disposal:
If it is determined that computer equipment cannot be reused or recycled, then it should be disposed of in compliance with state and federal laws for environment responsible disposition and in accord with college computer disposal procedures. Some computer equipment that may no longer provide a "basic level of service" or have extended their useful life at the college can be distributed through the Computers for School program or resold through the college bookstore to registered ICC students.
Responsible Organization
Technology Services will assess the condition of the equipment at the departmental location and determine the means of disposal as described above.
Based on Technology Services assessment of the equipment transfer of equipment to the Technology Services area or redistribution to another location at the college will be made.
