Quality Rating System (QRS)

Providers serving families on the Child Care Assistance Program (CCAP) now have the opportunity to participate in the Quality Counts Quality Rating System (QRS). This voluntary program provides higher CCAP payments to license-exempt home providers, licensed homes and licensed centers meeting specific indicators of quality care.

Once it has been determined that a provider meets the criteria for a level, a quality “add- on” will be applied to the base reimbursement rate to help pay for the higher cost of quality child care.

Licensed-Exempt Family Child Care Providers could earn up to $1,860.00 more per year at the highest QRS Tier.

Licensed Family/Group Home Child Care Providers could earn up to $6,200.00 more per year at the highest Star Level.

Licensed Child Care Center could earn up to $58,000.00 more per year at the highest Star Level.

The Quality Counts Quality Rating System is funded by the Department of Human Services.
